How do I get a login that will allow me to create and edit my page?

Vendor:

go to http://vendors.charlottesvillecitymarket.com
go to login / register
register as a new subscriber – anybody can do this customers public vendors etc
send your login identity to the market manager for verification and request elevation to “Vendor”

 Manager:

Market Manager approves this “USER” and validates the identity as a real market vendor
Manager from the admin panel elevates the user from “Subscriber” to “Vendor”
now the “Vendor” can begin to edit and publish their own pages as much as they want
